SPEARFISH, SD – Since establishing a task force to develop policy related to short-terms rentals in Spearfish, the City is seeking community input on the draft policy goals (below) and the topic of short-term rentals. Community members are invited to email input to email@example.com so staff and task force members may review prior to their next meeting on February 22nd and throughout the process.

Draft Policy Short-Term Rental Policy Goals
These short-term rental policy goals collectively aim to create a regulatory framework that enables the continuation of the short-term rental market and addresses critical concerns related to housing, safety, taxation, and community well-being. The overarching objective is to create a balanced and sustainable short-term rental ecosystem that benefits both property owners and the broader community. Any proposed regulation should be in line with the stated policy goals.
Health and Safety: Implement policies that prioritize the health and safety of short-term rental occupants, neighbors, and the community by ensuring compliance with safety standards and guidelines and ordinances.
Housing Market: Develop measures to mitigate the impact of short-term rentals on the overall housing market, preserving the availability of long-term rental options for residents and students, and home ownership opportunities.
Balance the Opportunity for Residents to Gain Financially while honoring Community’s Values: Strive for a balance between the interest of short-term rental owners, especially local residents, while addressing the broader community’s concerns.
Fair Taxation Practices: Establish fair and transparent taxation policies for short-term rentals, which operate similarly to hotels, ensuring that short-term rental owners contribute their share to local taxes, revenues, and the services they benefit from.
Preservation of Neighborhood Character: Enforce policies that protect the unique character of neighborhoods, preventing the proliferation or concentration of short-term rentals that may disrupt the local ambiance.
Community-Driven Process: Develop regulations in partnership with residents and short-term rental owners to promote equal opportunities for input and fair regulation.
